In May of 2006, the Texas Educator Excellence Grant Program was enacted by a special legislative session in Texas. Governor Rick Perry and several legislators sponsored the bill, which allocates state funds to underwrite merit pay plans in Texas schools across the state. It is the largest incentive pay program in the nation.
The money to provide free training classes comes from penalties collected from nursing homes that were fined by OSDH for delivering substandard care, i.e. nursing abuse. It is possible that Certified Nursing Assistants from these very same nursing homes will be turn out to be beneficiaries of the scholarship, which has aims of improving overall patient care in long-term care facilities. The core of the free CNA program is to upgrade the skills and knowledge of nursing assistants to a level CNA 2. Tulsa Community College also offers more advanced training for those nursing assistants who wish to advance to the CNA 3 level, but this level is not currently funded.

CNAs who work with long-term care patients in nursing homes and skilled nursing facilities are eligible to apply for the OSDH-funded training. The aim of the program is to serve as a career ladder for working CNAs – appropriately named the Certified Nursing Assistant (CNA) Career Ladder Program. The new course blends online learning with traditional classroom and lab work geared towards passing a CNA skills test. All students must have already completed online coursework and have reliable computer access in order to participate in this program.
To encourage students to participate in AP coursework, as well as to take and pass the exams, many Texas schools districts provide cash incentives to both their students and teachers. They partner with nonprofit donor organizations or use foundation grants to fund their AP incentives. Some students and teachers earn from $100 to $300 for each exam passed. The incentives must work, since all of the schools using them have seen a dramatic increase in the number of students taking and passing the exams. Galveston’s Ball High School, for example, expects to receive $15,800 this year in student-earned incentives.
The Texas schools attributed their improved results for 2006 to the cash incentives, incentives to reduce exam costs for students (up to $80 for each exam), increased teacher training, and the overall push by the Texas schools to create a college-bound culture within their high schools.
